Mining Forum Americas 2026 summary
4 Oct, 2026Technology and development
Third-generation laser enrichment technology, invented in Sydney, is licensed in perpetuity to GLE; the classified technology has no IP sunset and carries a minimum 7% perpetual royalty.
Large-scale demonstration reached technology readiness level 6 last year; full-scale commercial equipment demonstration in Wilmington is targeted in about a year, followed by engineering completion around then.
Laser enrichment is described as more efficient than centrifuges, with higher throughput, lower operating costs and potentially half the capital cost; commercial construction is planned for Paducah, Kentucky.
GLE is 51% owned by Silex and 49% by Cameco; Cameco has an option, exercisable through April 28, to acquire 26% from Silex at fair market value and reach 75%.
DOE tails project and market opportunity
A 2016 DOE agreement gives GLE access to over 200,000 tons of depleted uranium tails for its first project; the material averages just above 0.3% U-235, with each cylinder logged by DOE.
At Paducah, the planned plant would reprocess tails from ~0.3% to 0.7% assay, producing 5m lb/year of natural-grade uranium for 30 years; Cameco is GLE's sole customer under a recently signed offtake agreement.
Natural-grade output represents 150m lb over the project life and ~$500m of revenue value at current prices; conversion value is included in the ~$30/lb AISC estimate and is worth about one-third of that cost.
Planned initial LEU capacity of 2m SWU could generate $360m of annual revenue for 30 years at a stated $180/SWU price; capacity could expand to 10m SWU or more as Russian fuel imports into the U.S. are banned from Jan. 1, 2028.
Further expansion could produce HALEU, up to 20% U-235, for small modular reactors; the presentation also cited potential LEU-plus demand from utilities.
Milestones and funding
Full operating and construction license is targeted for Q1 2027; engineering completion is expected around late 2027, with FID targeted for late 2027 or early 2028.
If approved, EPC for the first plant would take 2–3 years, with first production targeted before end-2030; full 2,000-ton and 2m-SWU production is an aspirational target for 2033–34, subject to market demand and Cameco's contracts.
First-plant cost is estimated at ~AUD 1.3b; potential funding includes ~70% debt, including a U.S. DOE financing program, with all options under consideration and a possible IPO described as early-stage.
Cash balance was AUD 180m, with annual cash burn of ~AUD 50m this year and next; project finance is expected to follow for the first commercial plant.
Site clearing is underway; Wilmington includes a manufacturing facility, and GLE is arranging contract manufacturers and supply-chain capacity.
