9 Oct, 2026FSA orders and suspension
FSA issued orders on Oct. 9, 2026; PHJ, POJ and Gibraltar received business improvement orders, while POJ and Gibraltar also received suspension orders.
POJ’s restriction on soliciting new business and Gibraltar’s partial suspension run through Jan. 31, 2027; Gibraltar’s restriction applies to Life Consultants, not independent agencies.
PHJ, POJ and Gibraltar must submit improvement plans by Nov. 30, 2026, and report progress regularly.
POJ’s voluntary 90-day sales suspension began Feb. 9, 2026, followed by a 180-day extension beginning May 10; the SIC report was published Oct. 8.
POJ plans phased sales resumption from Feb. 1, 2027, over 12–18 months; Gibraltar agencies are expected to reopen Feb. 1.
Remediation plans
SIC and FSA findings identified root causes in business model, management framework and culture, largely reinforcing remediation already underway.
POJ plans clearer roles, stronger board oversight and independent controls, separation of sales leadership from control responsibilities, and greater accountability.
POJ is redesigning life planner compensation and recruitment, strengthening customer-focused sales incentives and monitoring, and improving sales transparency and customer support.
Organization changes include a new Customer Office, clearer functional ownership, stronger operational controls, branch consolidation planning and conduct-risk framework redesign.
Financial outlook and operating trends
POJ’s cumulative 2026–27 pre-tax AOI impact remains ~$1B: ~$500M in 2026 and ~$500M–$550M in 2027.
POJ sales are expected at ~25% of 2025 levels in 2027, 50% in 2028 and 100% productivity by 2029, dependent on life planner counts.
POJ serves ~2.2M customers across ~4.5M policies; surrenders moderated after May and remained stable, while life planner retention exceeded initial expectations.
Gibraltar’s cumulative 2026–27 pre-tax AOI impact is $275M; sales are expected at 50% of 2025 levels in 2027, with full productivity by year-end and a return to 2025 levels in 2028.
No material capital, ESR or cash-flow impacts are expected in 2026 or 2027.
